Official text of Tahir-ul-Qadri’s long march declaration

Islamabad: Pakistani government and Canadian-Pakistani cleric Tahir-ul-Qadri have reached an agreement to end four days of protests by thousands in the country’s capital Islamabad.

Below is the official text of the agreement:

Read in Urdu

Following decisions were unanimously arrived at; having been taken today, 17 January 2013, in the meeting which was participated by coalition parties delegation led by Chaudry Shujaat Hussain including:

1) Makdoom Amin Fahim, PPP

2) Syed Khursheed Shah, PPPP

3) Qamar ur Zama Qaira, PPPP

4) Farooq H Naik, PPPP

5) Mushahid Hussain, PML-Q

6) Dr Farooq Sattar, MQM

7) Babar Ghauri, MQM

8) Afrasiab Khattak, ANP

9) Senator Abbas Afridi, FATA

With the founding leader of Minhaj-ul-Quran International (MQI) and chairman Pakistan Awami Tehreek (PAT), Dr Muhammad Tahir-ul-Qadri.

The Decisions

1) The National Assembly shall be dissolved at any time before March 16, 2013, (due date), so that the elections may take place within the 90 days. One month will be given for scrutiny of nomination paper for the purpose of pre-clearance of the candidates under article 62 and 63 of the constitution so that the eligibility of the candidates is determined by the Elections Commission of Pakistan. No candidate would be allowed to start the election campaign until pre-clearance on his/her eligibility is given by the Election Commission of Pakistan.

2) The treasury benches in complete consensus with Pakistan Awami Tehreek (PAT) will propose names of two honest and impartial persons for appointment as Caretaker Prime Minister.

3) Issue of composition of the Election Commission of Pakistan will be discussed at the next meeting on Sunday, January 27, 2013, 12 noon at the Minhaj-ul-Quran Secretariat. Subsequent meetings if any in this regard will also be held at the central secretariat of Minhaj-ul-Quran in Lahore. In pursuance to todays’ decision, the Law Minister will convene a meeting of the following lawyers: S. M. Zafar, Waseem Sajjad, Aitizaz Ahsan, Farough Naseem, Latif Afridi, Dr Khalid Ranja and Hamayoun Ahsan, to discuss these issues. Prior to the meeting of January 27, the Law Minister, Mr Farooq H Naek, will report the results of this legal consultation to the January 27 meeting.

4) Electoral Reforms: It was agreed upon that the focus will be on the enforcement of electoral reforms prior to the polls on:

A. Article 62, 63 and 218 (3) of the constitution

B. Section 77 to 82 of the Representation of Peoples’ Act 1976 and other relevant provisions relating to conducting free, fair, just and honest elections guarded against all corrupt practices.

C. The Supreme Court Judgement of June 8, 2012 on constitutional petition of 2011 must be implemented in Toto and in true letter and spirit.

5) With the end of the long march and sit-in, all cases registered against each other shall be withdrawn immediately and there will be no acts of victimisation and vendetta against either party or the participants of the march.

This declaration has been entered into in a cordial atmosphere and reconciliatory spirit.

    A saying goes “EMPTY VESSELS MAKE MUCH NOISE”. Above all there is a visible effective pattern Allama Qadri has adopted. He formed a Religious Organization. Any one with Muslim background will support any such Organisation with funds. Every institution established with “boarding” facilities commands full control over such captive groups. This is precisely how Brown Shirts were created by Hitler. How can one rule out if the inmates of Minhaj ul Quran are not trained in use of arms and explosives if the volunteers at the Long March were trained in law and order and traffic control.  500 madrasas spread over entire Pakistan can cause havoc.
    Allama Qadri is an arrogant who took the country for a ride.

    Anyone understanding the
    sensitivity of the country’s present pass, given the spike in terrorism and the
    tensions on the Line of Control would need their head examined if they
    continued insisting on a long march that runs security and other risks. But that
    is precisely what demagogue Qadri is stubbornly persisted with. The reports in
    the media point to the problems the march could encounter along the way and in
    Islamabad, including reported attempts by the federal government to deny entry
    to the marchers in the absence of an NOC from the local administration and the
    Punjab government’s leaning on transporters not to lend themselves to this
    quixotic adventure that could set off new ripples of instability through the
    sinews of the country. Pray that wisdom dawns and nothing untoward happened on
    January 14, but kept your powder dry.

    we always talk that pakistan is lacking a true leadership. but now here is one. dr. tahir ul qadri is a true leader without any doubt. he did what he said. this was really a peaceful revolution. we demand dr. tahir ul qadri to appear in upcoming elections so that we can choose a true leadership for Pakistan. long live Pakistan.

    Congratulation to Chief PAT and its workers, also to everybody who took part in Islamabad Long March under the leadership of Dr. Tahir ul Qadri’s transparent motivations. No doubt tremendous job done by the long March attendance and it was peaceful. It was an exemplary movement which first time corrected the whole process of Elections in Pakistan. My prayers for all who took part in this long march.

    Salams. I am from India. We find the circumstances in India and Pakistan are so similar. It appears that Partition has not changed our realities and fate which remains the same. We people of India wish good luck to Pakistan. Dr Qadiri is like Baba Ramdeo of India. The are raising people’s voice without any selfish motive.

    Dr Qadri’s transparent motivation to rally a sizable portion out of the thoroughly disappointed as well as vehemently disgusted masses of poverty stricken common Pakistan citizens – also in keeping with the future realistic amelioration and well-being of such citizens – has resulted in this ‘preliminary’ Agreement with the further and main objective of  ensuring a Meet and Fair 2013 National Election, by the dates agreed.to by responsible signatories of the governments as well as interested political parties within the country.
    Contrary to what was being seriously suspected since long, it is viewed with extreme satisfaction that the current Chief of the Pakistan Army Staff, the stalwart General Kayani, has continued  to  display the commendable patriotic spirit of non-interference  and has remained firmly saddled on his own ‘horse’ as a means of ensuring national strength thus letting the country’s erstwhile corrupt and delicate political process to continue to function so as to learn to accommodate differing points of view with broad-mindedness fairness and mutual betterment.

    So far so good.

    However please note that it is being observed with acute concern that no political party or political leader in Pakistan has yet advanced a shred of consideration to the Real Evil that has kept Pakistan continually in near permanent chaos. And, here it is, for your poignant information, clearly laid out below along with a suggestion as to how to negotiate its realistic responsible resolution: -

    It is now the appropriate time for the common people, to in addition stand up, and firmly call for and achieve  the dissolution of the real problem in Pakistan  ie the Elimination of the yet vastly prevalent so-called ‘remnants’ of Absentee Landlord-ism, under the dire oppression of which the agriculturally engaged majority of the mass of Pakistan’s citizens can certainly not fruitfully develop their reaping of the benefits of their own extremely hard, labor and life, greatly more to their own advantage.rather than to it  continuing to add to the greedy coffers of their incumbent ‘lords’ and ‘masters’ that have kept them brutally enslaved.ever since this destabilized country was created out of British India – 65 years ago -  way back in 1947

    Unless the above ‘wrong’ is realistically righted, the mass of the millions of the hard-working good people of Pakistan will remain crawling shamefully, minus the clear incentive that would devolve out of personal  ownership of the land they till -  rather than to remain its permanently indebted enslaved payers of huge disproportionately brutal rentals !

    It is right, but I wonder who will guarantee this declaration on the earth! I agree with all of the points and the long march but who will, from the government, guarantee it. Our government is too smart, we cannot opt anything on them. And we don’t know if the personalities of the discussion-group were sincere or not. I am still with the nation and Qadri sir, but there are still some mysteries hidden. Anyway, I’d say that all’s well that ends well. May God bless those who were sincere to us and lead us to our best (Ameen).

    When honorable men sit together, solutions are possible and we have winners all round – there are no losers in the service of God and Country.Let us all follow in the foot steps of one wise elderly person who did not ask anything for himself but all for his fellow country men – all in the name of peace and harmony.Let us all thank Allah (SWT) that such persons are still among us, to guide us and to guard us.
